I was looking for something I could use to draw on the screen, then use the rest of my Mac apps normally underneath the all the drawing. The drawing part is fine but I CANNOT use other apps with the mouse with Highlight running in the background, the mouse cursor is permanently enabled as a drawing pen until I quit Highlight.

Downloaded Screen Marker instead and got what I was looking for.
